Paul focuses his practice on the corporate, regulatory and legislative needs of the telecommunications industry. As part of the firm’s Public Utilities Department, Paul represents local and long-distance telephone companies, cable televisions operators, Internet service providers and other broadband service providers in matters involving commercial formations and dissolutions, mergers and acquisitions, corporate financings, regulatory enforcement including rate cases, administrative rulemakings, and legislative matters. He is an associate member of the Telephone Association of New England. Paul also provides general corporate advice to the firm’s commercial clients. Paul served as law clerk to the Hon. Ernest W. Gibson III, Associate Justice of the Vermont Supreme Court (1995-96). He has a long involvement in civic education efforts and chaired the Advisory Board on Civic Education to the Vermont Commissioner of Education from 1998-2006. He served as Chair of the City of Montpelier’s Permit Review Committee and is presently a member of the Energy Committee of the Town of Plymouth, New Hampshire. Paul lives in Plymouth, New Hampshire, with his wife and two children.
