Bill Piper concentrates his practice in the area of public utility law. Bill advises electric utility and telecommunications clients on a broad range of legal, regulatory, and legislative issues, including rate cases, facility siting and permitting, financing, mergers and acquisitions and regulatory compliance and enforcement matters. Bill also represents corporate clients in connection with purchases, sales, financings, and general corporate affairs.
Bill graduated with honors from Middlebury College in 1971 and graduated with a J.D. from Boston University Law School in 1975. Bill has been practicing law in Vermont since 1976 and was a founding Shareholder of Primmer & Piper Professional Corporation. He is a member of the Caledonia County, Vermont, and American Bar Associations and is listed among The Best Lawyers in America in the field of energy law. He has served on the Northeastern Vermont Regional Hospital Board, Fairbanks Museum and Planetarium Board, St. Johnsbury Athenaeum Board and currently serves on the Boards of Northern Counties Health Care and Vermont Legal Aid. Bill is also a Hearing Panel member for the Vermont Professional Responsibility Board.
