Wide-Ranging Counsel on Communications

For nearly 20 years, Paul Phillips has focused his law practice on the corporate, regulatory and legislative needs of the communications and Internet industries. His knowledge of federal and state regulation, including the FCC’s recent Title II regulation of broadband, makes him a sought-after counselor on a wide range of issues affecting digital communications networks throughout New England. Paul offers clear guidance in complex and technical areas of the law, including corporate actions and governance; regulatory licensing, compliance and enforcement; network interoperability agreements; spectrum and infrastructure leases; municipal franchise agreements; administrative adjudications; and rulemakings.

Paul also takes an active role in civic matters, including his present service as Chair of the New Hampshire Commission for Human Rights. He previously served on the Advisory Board on Civic Education to the Vermont Commissioner of Education from 1998-2006, as Chair of the City of Montpelier’s Permit Review Committee (2003-04), and as Chair of the Town of Plymouth’s Energy Commission (2009-13).
