Twenty-Nine Primmer Attorneys Named to List of Best Lawyers in America
We are proud to announce that Attorney Paul J. Phillips will be honored as a Good Samaritan at the 2026 Brightleaf Annual Awards ceremony on Monday, October 8, 2026, at the Derryfield Country Club in Manchester, NH.
Attorney Phillips is a commercial lawyer whose practice focuses on regulatory matters, particularly in the areas of energy and telecommunications regulation. Among other milestones, Paul’s work has enabled Granite Staters in the most rural parts of New Hampshire to receive access to life-changing broadband and internet service. Paul also served as outside general counsel to the New Hampshire Electric Cooperative, the state’s second-largest electric utility. In addition to his impressive career accomplishments, Paul served on the New Hampshire Commission for Human Rights from 2014-2018, including three years as the Commission Chair.
Paul was nominated for the Good Samaritan Award by Rep. Mary Ngwanda Georges of Manchester. Rep. Georges, who is a 2019 Good Samaritan Award winner, is the founder and executive director of Victory Women of Vision, a New Hampshire non-profit that assists recent immigrants and refugees to resettle in Manchester. Paul serves as outside general counsel to Victory Women on a pro bono basis.
Paul is well-esteemed by his colleagues at Primmer, long being known for his authenticity, generosity and kindness.
