
Shireen Hart Named 2025 ’91 Influencer’

On Thursday, August 12th, retired Primmer attorney, Jeff Johnson was honored with a lifetime membership to the Vermont Captive Insurance Association. Jeff joined Primmer in the 1990s and was an integral part of the Primmer captive insurance practice.
In addition to putting Primmer on the map as the leading law firm for captive insurance counsel, Jeff also served as General Counsel and Secretary for Blue Cross and Blue Shield of Vermont from 2002-2005, Interim General Counsel for National Life Insurance Company, Commissioner of Banking, Insurance and Securities, State of Vermont, 1990-1992, Deputy Commissioner of Insurance, State of Vermont, 1988-1989, General Counsel, Department of Banking, Insurance and Securities, State of Vermont, 1986, and Assistant Attorney General, State of Vermont, 1983-1985.
Jeff’s legacy lives on through Primmer’s very active and successful team of captive insurance attorneys, but also through the continued ripple of his effects in the greater captive insurance communities, local and nationwide, including his involvement with industry support organizations, like ICCIE and PURMA, and of course, VCIA.
