Mike Durkin is an attorney in Primmer’s Captive Insurance Group, where he focuses on captive insurance, insurance regulatory compliance, corporate governance, privacy, and commercial transactions.  Mike is a business-minded attorney with more than a decade of experience advising insurers, captive insurance programs, financial technology companies, and other regulated businesses on complex legal, regulatory, privacy, and risk management matters. He brings a unique blend of private practice and in-house leadership experience, enabling him to deliver practical, solution-oriented counsel.

Prior to joining Primmer, Mike served as Head of Legal at an early-stage financial services company, Assistant General Counsel and HIPAA Privacy Officer for an institutional health plan, and Product Counsel for a SaaS-powered benefits administrator. In these roles, he advised on regulatory compliance, commercial transactions, corporate governance, product development, privacy and cybersecurity, and regulatory examinations.

Mike has played a key role in developing and managing successful medical stop-loss captive programs for multiple organizations. He also has extensive experience negotiating complex enterprise, technology, SaaS, vendor, and data licensing agreements, and designing scalable legal and compliance frameworks to support organizational growth.
